Process crash via unchecked padding tensor read

Null pointer dereference in Google TensorFlow before 2.3.4, 2.4.0 through 2.4.2, and 2.5.0 allows local users to crash a process. MatrixDiagPartOp reads element zero from the padding_value tensor without first verifying that the tensor contains exactly one element. The failure requires local code to invoke the raw operation with an empty padding tensor; it terminates the calling process, while larger invalid tensors cause later values to be ignored.
