Process crash via zero-dimension sparse reshape

Divide-by-zero in TensorFlow before 2.3.4, 2.4.0 through 2.4.2, and 2.5.0 allows local users to crash a calling process. The SparseReshape kernel invokes its reshape functor for nonempty indices without requiring both shapes to contain elements, so the functor divides by a zero target dimension. Exploitation requires local ability to submit tensors to a TensorFlow process and affects that process's availability without reported data exposure or modification.
