RTR session termination via unchecked ROA maxLength

ROA validation in Cloudflare OctoRPKI before 1.3.0 allows remote attackers to terminate RTR sessions via a crafted maxLength value. ROAEntry.Validate accepts maxLength values above 32 for IPv4 or 128 for IPv6, allowing invalid VRPs into generated output. An attacker must control an RPKI CA issuer; repeated RTR termination can disable origin validation or cause routing churn, but does not directly alter routes.
