Authenticated file disclosure via logprop path traversal

Path traversal in NCH Software Web Dictate 2.13 and earlier allows remote authenticated users to read server files via logprop requests. The logprop handler accepts the file parameter as a filesystem path and resolves ../ segments without restricting the result to an intended log directory. A valid account is required, and disclosure is limited by the Windows service account's filesystem permissions, including access to other NCH credential files.
