Authenticated file disclosure via logprop path traversal

Path traversal in NCH Quorum 2.03 and earlier allows remote authenticated users to read arbitrary files through the web interface. The logprop handler accepts parent-directory sequences in its file parameter and returns the referenced file without constraining the path. A valid session is required, and readable files are limited by the Windows account running the server, including other NCH credential files.
