Administrator account creation via unchecked role assignment

Improper authorization in RPCMS 1.8 and earlier allows remote authenticated users to create administrator accounts through its API. Within system/api/Member.class.php, register() copies the client-supplied role parameter into the user record and accepts admin without an authorization check. The API must be enabled and a low-privileged account must reach registration; successful use creates a new administrator account with elevated control.
