Privilege escalation via missing Raft certificate authorization

Improper certificate validation in HashiCorp Consul 1.10.1 and earlier allows remote authenticated users to access server-only Raft RPC functions. The RPC connection dispatcher handed Raft connections directly to the Raft layer without invoking AuthorizeServerConn to verify a server identity. A non-server agent needs a certificate signed by the configured Consul CA; that certificate then grants server-only Raft capabilities and privilege escalation.
