Private-data read and modification via directory race

Race condition in Red Hat Ansible Runner 2.0 allows local users to read or alter private data through a temporary-directory substitution. Runner creates a temporary directory, deletes it, and later reuses the predictable name instead of retaining a securely allocated directory. A low-privileged local user must win the timing window to replace that path, exposing subsequent private_data_dir contents to reading or modification.
