Local file disclosure and redirection via predictable directory

Incorrect temporary-directory permissions in Red Hat Ansible Runner 2.0.0 through 2.0.4 allow local users to read or redirect private files. BaseConfig derives a predictable private_data_dir beneath a world-writable temporary location instead of atomically allocating a restrictively permissioned directory. A local user who pre-creates the expected directory before a legitimate Runner invocation can access its private contents or redirect files written by that process.
