Super-administrator creation via tokenless admin request

CSRF in imcat 5.4 allows remote attackers to create a super-administrator account through a state-changing administrator request. The administrator-add handler at /imcat/root/run/adm.php accepts the account-creation POST without checking an anti-CSRF token or the Referer header. Exploitation requires an authenticated administrator to open an attacker-controlled page, after which the forged request adds an account with super-administrator privileges.
