Application crash via malformed scaling-list delta

Reachable assertion in libde265 1.0.8 allows context-dependent attackers to crash a decoding application with a crafted H.265 file. When sizeId is 3, read_scaling_list accepts a scaling_list_pred_matrix_id_delta other than 1 and reaches an assertion instead of rejecting the malformed sequence parameter set. Exploitation requires the crafted file to be decoded, and the demonstrated consequence is a SIGABRT process crash rather than code execution or data access.
