Account takeover via unauthorized WebAuthn registration

Improper authentication in Red Hat build of Keycloak before 15.1.0 allows remote attackers to register a security key via passwordless WebAuthn. The WebAuthn passwordless authenticator permits device enrollment when an account has no existing passwordless credential, instead of requiring an already authenticated setup action. The flow requires interaction with the login process and can let an attacker capture the account by becoming its first registered security device.
