Filter-action bypass via unsafe message fallback

Improper message fallback in MediaWiki AbuseFilter through 1.36 allows remote attackers to trigger a fatal error that prevents a user block. FilterUser retries an invalid content-language blocker message with the English on-wiki database message instead of a trusted i18n value, so both lookups can yield an invalid user. Both blocker messages must be invalid; a matching edit then terminates filter processing and prevents the configured block or restriction.
