XXE in Cisco Identity Services Engine 3.1 and earlier allows remote authenticated users to read local files or make arbitrary HTTP requests. The web management interface parses uploaded XML files without blocking external entity references, so crafted entities resolve local paths or attacker-selected URLs. Exploitation requires valid interface credentials and exposes local file contents or makes the appliance issue attacker-directed requests.
