Authenticated extension deletion via unchecked deleteCustomType

Improper access control in WP Upload Restriction 2.2.3 and earlier allows remote authenticated users to delete custom file extensions. The deleteCustomType function processes deletion requests without enforcing an administrator-only capability check, removing administrator-defined extension settings. Any low-level WordPress account can reach the operation; the bounded impact is unauthorized modification of upload-policy configuration.
