Unauthenticated backup export via empty post-reboot key

Forced browsing in Bender CC612, CC613, ICC15xx, and ICC16xx firmware allows remote attackers to export backups without authentication. The backup-export endpoint checks a random key that is initialized only at user login and remains empty after a controller reboot. Before any user logs in, an unauthenticated network request using the empty key can retrieve the controller backup and expose its contents.
