Resource deletion and interruption via unrestricted actions

Incorrect authorization in The Foreman Project Smart Proxy Salt 2.1.5 and earlier allows local users to delete resources and interrupt Foreman. Salt Smart Proxy action endpoints fail to restrict Foreman Server operations by caller, so authenticated local clients can invoke privileged resource-management actions. Exploitation requires valid local client access and is bounded to limited resource access or deletion and denial of service against the Foreman server.
