Protected-file disclosure via post-authorization URI normalization

Path traversal in Eclipse Jetty 9.4.37 through 9.4.42 allows remote attackers to read protected WEB-INF files via crafted URIs. The same flaw affects 10.0.1 through 10.0.5 and 11.0.1 through 11.0.5 because URI parsing normalizes before decoding, while PathResource fails to treat later filesystem normalization differences as aliases. Under the default compliance mode, encoded dot or null segments bypass security checks and disclose files such as web.xml without altering data or service availability.
