Stored XSS via crafted billing rate fields

Stored XSS in Issabel PBX 4 allows remote authenticated users to execute arbitrary script in another user's browser through crafted billing rate fields. The billing_rates page accepts a payload in the Create New Rate module's Name or Prefix field, stores it, and later emits it as active HTML without neutralization. Administrative privileges are required to plant the payload, and another user must view the affected content; execution can read or alter data available to that browser session.
