Authenticated memory disclosure via dangling PONG reference

Memory disclosure in InspIRCd 3.8.0 through 3.9.0 allows remote authenticated users to read recently deallocated memory via malformed PONG replies. The Pong message constructor retained a reference to a temporary server parameter instead of copying it, leaving reply serialization to read the string after its storage was released. Any user able to connect to the IRC server can trigger the reply; the most likely disclosure is message data sent to that user, although other server-process memory is not ruled out.
