Incorrect access control in SeedDMS 6.0.15 allows remote authenticated users to escalate privileges through the user manager. out.UsrMgr.php accepts user-controlled userid and role parameters and applies a role change without enforcing authorization for the targeted account. A valid low-privilege session is required, and successful exploitation grants higher application permissions with associated access to protected data and functions.
