Stored XSS via unescaped user name popup

Stored XSS in RabbitMQ Server before 3.8.17 allows remote authenticated users to execute JavaScript through a crafted user name. The new-user route in dispatcher.js copied res.req_params.username directly into show_popup without applying fmt_escape_html. Exploitation requires elevated user-management permission and a user interaction that renders the confirmation popup in a management UI session.
