External-site redirection via untrimmed request URI

Open redirect in tenancy multi-tenant 5.6.0 through 5.7.1 allows remote attackers to redirect users via a crafted request URI. HostnameActions::secure passes the request URI, including leading slashes, directly to the secure redirect builder, allowing a scheme-relative path to select an external host. Exploitation requires default Hostname Identification, a tenant with force_https set to true, and a user who follows the crafted URL; the bounded effect is navigation to an attacker-chosen site.
