Cross-ADOM administrator disclosure via missing authorization check

Improper access control in the Fortinet FortiManager and FortiAnalyzer GUI allows remote authenticated users to read cross-ADOM administrator data. The /gui/sys/admin/users endpoint returns administrator lists and related configuration without enforcing the restricted user's ADOM scope. A valid low-privilege session is required, and the response exposes administrative account details from ADOMs outside that user's authorization.
