Local data disclosure via unsafe read_file handling

Information disclosure in Canonical Apport allows local users to read private data through OpenJDK 16 crash-report hooks. The read_file() helper in apport/hookutils.py opens supplied paths while following symbolic links and can read from FIFOs instead of rejecting those special file types. A local user must place a malicious link or FIFO at a path consumed by the OpenJDK 16 hook; exposure is limited to data read by that privileged information-gathering operation.
