Unreleased quiz-grade disclosure via unchecked review settings

Information disclosure in affected Moodle LMS releases allows remote authenticated users to read unreleased quiz grades via a web service. The get_user_best_grade function returned quiz_get_best_grade directly without checking whether combined quiz review options permitted marks to be shown. A student account with a web-service token and a finished attempt is sufficient; affected branches are 3.10 through 3.10.3, 3.9 through 3.9.6, 3.8 through 3.8.8, and 3.5 through 3.5.17.
