Unauthenticated setup wizard access via spoofed Referer

Access restriction bypass in SolarWinds Web Help Desk 12.7.2 and earlier allows remote attackers to access its setup wizard. The wizard trusts an attacker-controlled HTTP Referer value of http://127.0.0.1:8081 as proof that a request originates from an allowed local address. No authentication is required, and the exposed wizard includes the administrator account creation page.
