Administrator code execution via unrestricted upload paths

Remote code execution in Chamilo LMS 1.11.14 and earlier allows remote authenticated administrators to execute PHP via file upload. The handle_uploaded_document path accepts an upload destination outside the course document root, while php2phps fails to neutralize .phar names, allowing PHP content to reach executable web directories. Administrator access is required, and successful exploitation runs arbitrary PHP with the web server's privileges, enabling data access, modification, and service interruption.
