API key disclosure via startup command logging

Cleartext logging in Octopus Tentacle before 6.1.1266 allows local users to read the Octopus Server API key from Windows container logs. The Windows image's startup path logs every executed command with its arguments, including the ServerApiKey value supplied for registration. Exposure requires access to the container's startup logs, and the Linux image is not affected; disclosure enables reuse of the server API credential.
