SQL credential disclosure via plaintext configuration logging

Cleartext password storage in affected Octopus Server releases allows local users to read external SQL database credentials. During initial Windows configuration with an external SQL database, the setup process writes the supplied database password unencrypted to OctopusServer.txt. Exposure requires access to the server's local log directory and is limited to disclosure of the configured database credential.
