Authentication enforcement failure in HashiCorp Terraform Enterprise 202102-2 and earlier allows remote authenticated users to join without 2FA. The organization membership path accepts users who lack two-factor authentication even when the organization's requirement is enabled. An authenticated account and an organization with the requirement enabled are necessary; the underlying 2FA mechanism remains effective.
