Administrator code execution via permissive WCF configuration

Improper authorization in SolarWinds Orion Job Scheduler 2020.2.1 HF 2 allows remote authenticated users to execute code as an administrator. The JobRouterService WCF configuration grants unprivileged accounts access to a critical service resource that performs administrator-context execution. Exploitation requires credentials for an unprivileged local account on the Orion Server and results in full administrator-level code execution.
