Protected-file modification via flawed TCC state management

A TCC logic issue in Apple iOS, iPadOS, macOS, and watchOS allows local users to modify protected file-system areas. TCC performs incorrect state management when mediating protected file-system changes, but Apple has not disclosed the affected state transition or operation. Local low-privileged access is required; the reported consequence is unauthorized modification of protected files, with no reported disclosure or service interruption.
