Cross-organization message spoofing via overbroad sender permission

Improper authorization in Zulip Server before 3.4 allows remote authenticated users to forge system-bot messages across organizations. The can_forge_sender implementation accepts a system-bot sender in another hosted organization without enforcing the expected tenant boundary. Exploitation requires an account granted this special permission and permits trusted-looking message injection, with no reported data disclosure or service interruption.
