Administrator account creation via forged form submission

CSRF in Rukovoditel 2.8.3 allows remote attackers to create an administrator account when a signed-in administrator visits a crafted page. The users/validate_form and items save endpoints accept forged cross-origin POSTs and apply attacker-controlled credentials and role fields. A valid administrator session and user interaction are required; successful exploitation grants the attacker a new administrative login.
