Restricted page creation via omitted permission check

Missing authorization in MediaWiki before 1.31.12 and 1.32.0 through 1.35.1 allows remote authenticated users to create restricted pages. ContentModelChange bypasses normal edit-page constraints and omits the create authorization check when the target page does not exist. An account with editcontentmodel permission but without page-creation permission can evade TitleBlacklist rules and write a new page with a chosen content model.
