Application hang via unbounded exponent calculation

Resource exhaustion in parse_duration 2.1.1 and earlier allows attackers to hang consuming applications via a duration string with a large exponent. The parse_duration::parse function converts the unchecked exponent into an isize and uses it in BigInt pow operations, allowing calculation cost and allocation to grow with the supplied value. Exposure requires a consuming application to pass untrusted duration text to the parser; a crafted value can monopolize CPU and memory until the application stalls.
