User impersonation via CA private key exposure

Certificate key exposure in IBM Event Streams 10.0.x through 10.3.x allows remote authenticated users to impersonate other users. The documented PKCS#12 generation command places the custom CA private key in a truststore that the UI and CLI distribute to clients. Exposure requires custom certificates and use of the affected instructions; a client can forge certificates and deploy them to gain another user's privileges.
