Process crash via unchecked sparse tensor dimensions

Denial of service in Google TensorFlow's SparseCountSparseOutput operation allows local users to crash the process via invalid tensor arguments. The SparseCount kernel in count_ops.cc reads an empty shape and permits an out-of-range batch index before validating the dimensions used for output access. Exploitation requires control of tensors passed to the local raw operation, and the documented consequence is limited to a process crash.
