Interpreter crash via oversized output-pointer advance

Out-of-bounds write in Google TensorFlow allows local users to crash the Python interpreter through a crafted tf.io.decode_raw call. The DecodePaddedRawOp kernel advances an output pointer by fixed_length typed elements after copying at most fixed_length bytes, causing periodic writes beyond the allocated tensor. Reachability requires executing a graph that combines fixed_length with a datatype wider than one byte; affected branches are before 2.1.4, 2.2.0 through 2.2.2, 2.3.0 through 2.3.2, and 2.4.0 through 2.4.1.
