Heap underflow in QuantizeAndDequantizeV2 in Google TensorFlow allows local users to read or write heap data via an axis below -1. The OP_REQUIRES check accepts any axis below the input rank because it combines axis == -1 and axis < rank with OR, so values below -1 index before heap storage. Execution requires local code able to invoke the raw operation; the disclosed consequence is reading or writing adjacent heap data.
