Process crash via zero-row hashtable values

Divide-by-zero in TFLite hashtable lookup in affected Google TensorFlow releases allows local users to crash model processing. The Eval path divides value->bytes by the first dimension of the model's values tensor without first rejecting zero. Local access sufficient to supply a crafted TFLite model can terminate the consuming process; no confidentiality or integrity impact is reported.
