Model-processing crash via zero DepthToSpace block size

Divide-by-zero in TensorFlow TFLite DepthToSpace in affected releases allows local users to crash model processing with a crafted model. The operator's Prepare function accepts a zero params->block_size and divides input_channels by that value twice while calculating output_channels. Exploitation requires local ability to submit or execute a TFLite model, and the reported consequence is a process crash that interrupts model handling.
