Local TFLite crash via zero-dimension GatherNd

A divide-by-zero flaw in Google TensorFlow versions before 2.1.4 and equivalent branch fixes allows local users to crash TFLite with a crafted model. The TFLite GatherNd reference code divides by a dimension from params_shape without preventing a zero dimension when params is empty. Reaching the fault requires local model processing; the documented consequence is process interruption, with no network exposure described.
