Process crash via unchecked batch-normalization tensor sizes

Out-of-bounds read in Google TensorFlow allows local users to crash a process by invoking FusedBatchNorm with malformed tensors. FusedBatchNormOpBase indexes scale, offset, mean, and variance buffers without first verifying that their element counts match the channel count of x. Exploitation requires local low-privileged ability to execute a graph with inconsistent or empty tensors; empty tensors can also cause a null-pointer dereference.
