Process crash via empty CTC decoder input

Denial of service in Google TensorFlow before 2.1.4, 2.2.3, 2.3.3, or 2.4.2 allows local users to crash a process. CTCDecodeHelper accepts a three-dimensional input tensor with zero elements, after which CTCBeamSearchDecoder reads its null data buffer and segfaults. The caller must be able to execute a TensorFlow operation with a crafted empty tensor; the consequence is limited to interruption of the hosting process.
