Process interruption via undersized pooling sequences

Heap buffer overflow in Google TensorFlow affected releases allows local users to interrupt a process through malformed pooling sequences. FractionalAvgPoolGrad indexes row and column pooling sequences without first ensuring they contain the elements required by the out_backprop dimensions. Reachability requires local code to invoke the raw operation with crafted tensors; affected releases are before 2.1.4, 2.2.0 through 2.2.2, 2.3.0 through 2.3.2, and 2.4.0 through 2.4.1.
