Heap data disclosure via empty min-max tensors

Out-of-bounds read in Google TensorFlow allows local users to read heap data by invoking RequantizationRange with empty tensors. RequantizationRangeOp reads element zero from input_min and input_max without first verifying that either tensor contains an element. Exploitation requires the ability to execute a crafted TensorFlow operation in the target process, where the invalid reads can expose adjacent heap contents.
