Process termination via zero-length RFFT shape

Reachable assertion in affected Google TensorFlow releases allows local users to terminate the hosting process through RFFT. The CPU FFT kernel accepts a zero-element FFT shape and passes the resulting empty matrix to Eigen, whose assertion aborts the process. Exploitation requires local users to supply an fft_length containing zero to code that invokes tf.raw_ops.RFFT; the consequence is limited to process termination.
