Process termination via empty num_segments tensor

Denial of service in Google TensorFlow allows local users to terminate an executing process through an empty num_segments tensor. UnsortedSegmentJoin treats num_segments as a scalar without first rejecting an empty tensor, so its scalar accessor triggers a CHECK failure. Exploitation requires attacker-controlled tensor values to reach an application invoking the operation, and the resulting crash affects that process rather than the host.
